Break time is their time.
Not al breaks are unpaid.  Unpaid breaks are still company time.

Additionally, paid or not, while an employee is on company property, they are subject to company rules whether on the clock or not - especially if in the company uniform, which I know Albertsons employees wear. On the premises, in uniform, they represent the company to the public whether on the clock or not.

But to me, it comes down to basic courtesy - the item of human interaction progs seem to be completely devoid of, since humanism precepts are the entire universe revolves around each and every individual.  But basic courtesy implies to me that if I want to become part of any given society, I should learn the language of that society; as opposed to expecting the entire society to accommodate my laziness.

I agree with everything you just said, and may I add to that I hate to press 1 for English. BUT, in today's world, until our federal government sets the rules against it, employee's can and will speak any language they choose. I hope this changes by the time president Trump leaves office. They were talking to each other, which is allowed.

I do also.  I hope to live to see it in my life time.

For months, according to an Equal Employment Opportunity Commission lawsuit filed on behalf of the two women and other minority employees, the San Diego store had an unwritten rule that applied exclusively to the Hispanics who worked there: They could not speak Spanish anywhere on the premises, even if they were on break. The Albertsons manager interrupted the conversation between Guadelupe Zamorano and Hermelinda Stevenson to chastise them for the rule they were publicly flouting, right in front of the grocery store. An Albertsons Employee is updated with the news in their direct2hr Albertson login portal.

It's not all that old...and it's still a sore spot for many americans.   I absolutely despise calling my insurance company and then have to struggle to understand an indian.

I always ask for someone that can speak English.  If they don't like it I don't care.

Hmm....  "even if they were on break"

I have a problem with this as break time is their time.

That's like telling me I can only pee at break time.

Well....most businesses, you're still getting paid on breaks, not lunches, but almost always on break, so it's really not their time...

One of the reasons I keep my cable and internet with my local service. I know I am paying a little more, but the all the CS folks are local. I just hope the owners keep it. I know the "big boys" chomping at the bit to get their hands on it.

Just an FYI:
Most Spanish speaking people speak and understand English well. Just just refuse to do so.

There is constitutional law and there is law and order. This challenge to law and order is always the start to loosing our constitutional rights.

DAMN RIGHT!   I used to  work at a 5star hotel in Overland Park.  Interesting how I could carry on a conversation with spanish-speaking employees at lunch and breaks, but when I'd call them on the radio to go clean a room or something.....all of a sudden they couldn't understand me.  Yeah...riiiiiiiiiiiiiiiight.
