Trying really hard to think of a good reason why these people could be called responsible pet owners.
Horses, Dogs, a Gazillion Cats in a house full of crap...   
If you mentioned they have poor Animal Husbandry skills, they'd probably think it was related to marriage.

Generally speaking, the way a superior treats an underling, specifically an animal which is totally dependent on them for food, water & shelter, IMO, speaks loudly to their character of lack of it... and how they really feel about humanity.
Accidents can happen, but a dog dragging a logging chain around...?   That's cruel.  A "herd" or "pack" animal needs and lives best within a "social community" or a "family", even if they're the bottom of the pecking order.  Isolation is completely against their nature.

Mrs. Sup and I have rescued six dogs in the past 12 years or so. We know three of them came from breeders. These people should be more closely regulated. Penalties for cruelty should be much harsher.

Right now... I got a full grown Blood Hound at my feet.  His owner is in FL doing training.  He is part of our "family".   I tell my kids when they want a pet cat/dog/other - you'll play with them DAILY.   At the very least, the dogs get walked/played by the owner daily.   And everytime they come back to the house, their tails are held high, they're happy and excited to have some personal attention.

Whether the animal is indoors or outdoors, especially a dog, needs daily attention beyond feed & water.   Some people are just gonna ruin it for everyone.  I should also add, I've met plenty of those on the other end of the spectrum - they're also bad at animal husbandry, most likely to try and give a bear a hug.

Ugh!  That album, raging Progressive, perverse, advocating drugs way back then, in an attempt at smug humor.  Garrison Keillor reminds me of him.
