The above article is just the tip of the iceberg
of the ongoing probe into corruption at Wright State University.

The school just replaced its president in trying to remedy multiple scandals.
They all came to a head when it became necessary to
cut $40 million to balance the school's budget this year.

The scandals include:

- Abuse of H-1B visas to bring in foreigners to do work for the university
when Americans were already applying for the jobs.

- Making "research grants" without adequate review. 
(Giving money to cronies to produce "academic" papers.)

- Administrators had been telling the Board of Trustees
that everything is fine, that the budget was balanced.
A recent audit revealed the $40 million shortfall.

The results of the audit are now being released publicly.

Students are protesting against the corruption.

That's right!  Believe or not, at least a few students
have enough sense to protest AGAINST their school's corruption!

The university has publicly released the report of an audit of
the 2011-2015 finances of:

WSRI - Wright State Research Institute
     and
WSARC - Wright State Applied Research Corporation (WSARC),
     (a 501(c)(3) tax-exempt, nonprofit corporation
     that serves as the administrative agency for WSRI and Wright State U.)

The issues and concerns highlighted in the report include:

◾ Use of H-1 B visa workers sponsored by the university being utilized at off-campus businesses
    that were essentially reimbursing the university for the work, potentially in violation of the law

◾ Personnel procedures being bypassed, which allowed less than a dozen positions to be hired at WSRI
    without going through the more rigorous hiring processes of Wright State

◾ Lack of proper documentation on multiple grants and contracts

◾ WSARC charging overhead rates less than what were approved by the Defense Contract Audit Agency,
    making certain contracts less efficient and resulting in some unrecoverable costs

◾ Conflicts of interests on some affiliated entity contracts and individuals

◾ Operational inefficiencies at WSRI and WSARC
    resulted in decreased likelihood of full reimbursement to Wright State on some projects

◾ Problems with some poor internal controls and compliance

The H-1 B visa issue is weird enough that
it's a little hard to understand what they were doing.

Basically, the university was sponsoring H-1 B immigrant visas,
putting the immigrants on the university payroll,
having the immigrants work in local businesses,
and having the businesses reimburse the university for the labor.
