God hovered over the waters on the Earth that was formless, void and empty

I am extremely confused about what this biblical quote says.   How does a formless,void and empty Earth contain water?   

Am I missing something or confusing terms?   Am I taking something to literally?  Am I reading this wrong?

The words are translated from Hebrew. They are Tohu & Bohu. They can be translated "chaotic" & "desolate."


The world was covered with water. It was DARK. There was no life. This occurred when Satan led his angels on the earth on a war with God. Jesus mentioned this event long before He was born a man, saying, "I saw Satan fall as lightening from heaven."

The second verse begins God's work to restore the earth and create Man. This was not the time of his original creation of the universe, just the restoration of the earth to make it habitable for Man.
