The Illinois lottery is apparently broke and cannot make payoffs to winners. The article does not go into the particulars, but they are obvious. As I understand it, each state hires a firm to handle the operation of the games. These are not stupid people so each game is designed to be a winner for the state. This does not seem to be a problem in other states.

So now why does Illinois have their current situation. It is clear the liberal democrat government in the state has raided the funds. So the question is where is the problem. Was the lottery set up to allow politicians access to the funds?  If not, then someone has broken the law as it was written. If the law was written to allow politician access to the funds it was set up as a license to steal. Regardless, it exposes the corruption of the democrat machine in IL. No surprise.

This would not be something new for the democrat, there already tapping.
