Stats can lie, obviously, when you consider how Iran promotes hatred of Jews and the West.
Did they directly support terrorists with tools or simply give them money? That's something stats don't show.

That could mean anything, including victim of terrorism, promoter of terrorism, both victim and promoter, or any other permutation of other relationships to terrorism. Without a lot more documentation and source material, the graphic is not valuable, IMHO.
