Iran's by far not the worst..."The statistic shows the top 50 countries ranked by the global terrorism index for 2011. The global terrorism index systematically ranks countries of the world according to their terrorist activity. Iraq ranked first on the global terrorism index with a score of about 9.5 points out ot ten, making it the most country most affected by terrorism on earth."

Stats can lie, obviously, when you consider how Iran promotes hatred of Jews and the West.
Did they directly support terrorists with tools or simply give them money? That's something stats don't show.

That could mean anything, including victim of terrorism, promoter of terrorism, both victim and promoter, or any other permutation of other relationships to terrorism. Without a lot more documentation and source material, the graphic is not valuable, IMHO.
