Dang!   Could you imagine a direct 26% cost-of-living raise every year...?  On top of a 2% pay raise?

This civilian employees are lucky they are getting any raises at all. A private business would not be giving out raises being run as inefficiently as the government is run.
"If you can't run with the big dawgs, stay on the porch!"
