Trump is adjusting that to an average increase of just 0.5 per cent.

'Locality' bonuses are supplements to base government workers' salaries based on where they live, accounting for differences in the cost of living in various parts of the country.

Dang!   Could you imagine a direct 26% cost-of-living raise every year...?  On top of a 2% pay raise?

This civilian employees are lucky they are getting any raises at all. A private business would not be giving out raises being run as inefficiently as the government is run.
"If you can't run with the big dawgs, stay on the porch!"
