This is a really, really BAD idea.  But, most bad ideas come from Marxists, and in this case, trying to spread the TAX misery around, because they're stealing fuel taxes for social programs.   Sure, on the surface, taxing vehicles per mile sounds *fair*, because the hippies driving electric cars aren't paying gas taxes.  They're paying taxes through electric rates instead, but, "that's not fair... blah, blah, blah, TAX 'EM HIGH!!"  Really... you don't need to read the article, for the reason, only for how they're going to DO IT.

Carbon Taxes are redistribution of wealth.  Mileage Taxes are redistribution of wealth.  Fairness Taxes are redistribution of wealth.  Every Marxist Tax is a redistribution of wealth... except it's from YOU to THEM, and nobody gets away without paying them.

Sidewalk Taxes?   Why not!  Motorists don't usually walk down the city streets, there needs to be a "Sidewalk Usage TAX" to recoop the maintenance & construction of sidewalks & curbs.   Handicapped Corner Ramp Taxes need to be leveled on the Wheel Chair Accessibility users, to FAIRLY TAX those who BENEFIT from the delayed crossing lights (it's wasting fuel idling stopped cars), the expensive sloped corners with those little bumps and extra paint - Hey!  This stuff isn't FREE!!!
Bicycle Taxes!  Put a Fit Bit on every jogger!   Gotta be FAIR, when you're spending money on *other projects* like bullet trains.

Clean Air TAXES need to be added, based on the person's size, lung capacity and exercise routine.  The more they breathe, the more the STATE incurs costs in recycling their air!  They want to TAX COWS for burping and farting, time to TAX MEXICAN RESTAURANTS.  Those burritos could fire up a gas grill, ignite a forest fire, etc., TAX 'EM!!!

Illinois has a bunch of Toll Booths on I-290 going around the city.  They were suppose to be *removed* after the State owned Tollway was paid for.  It's been paid for since the 1980s, and Toll Booths are still there... collecting money, the road mostly SUCKS, so where is the money going?   The Illinois Skyway is a short cut out of town to the south east, and every time I drove on it, I thought I'd end up with a flat tire from the sharp bumps, pavement cracks and bridge expansion joints that don't meet correctly.  It's a State owned Tollway.

California has a problem maintaining roads - sell them, or lease them to private companies, let them put up Toll Booths & pay for the maintenance - and like magic, they'll actually turn a profit, the roads will be nearly trouble free!  Except, the Marxists won't have that huge slush fund for social projects - it'll never happen, no so long as they can RAISE TAXES for "road maintenance".

They are lying about where the taxes are going.

Just a question for law abiding Californians.   Didn't you folks pass a Term LIMIT law on elected officials to rotate these Marxists out of power?   Or - did the Marxists figure the LAWS don't apply to THEM, and just the commoners & serfs must abide by the law?  Sort of like Obamacare doesn't apply to Washington DC elected officials, or their staff.
