I posted in this forum as it is a business decision. In private business nobody would be given raises with a P&L like the federal government has. In my last job with a company after I had retired had a bad year, we were told there would be no bonuses. I fully understood. That is reality. There will be outrage from government employees. It is not Trump's fault. It is the fault of congress for operating with absolutely no fiscal discipline.
I love what Trump is doing, and anyone that's ever owned a business knows full well, you cannot promise a 2.9% pay increase, regardless of productivity.
Govt is, by its very nature, the biggest leech on society, so who in their right mind could be against this?

Why does the government need top level talent? If government workers think they are worth more - hit the open market. Employers are begging for qualified workers.
