This is another dem shell game effort. So what if corporations buy back their stock to boost shareholder value? The dems would like to sell that the funds to buy back the stock disappears from the economy. It doesn't! The money goes to sellers who will either spend it in the economy or reinvest it. In actuality stock buy backs stimulate the economy with some of the money being spent in the marketplace. They and their followers are so shallow.
