The government's Standing Operating Procedure 303 must be kept secret because, as stated in the article, revealing it "could reasonably be expected to endanger the life or physical safety of any individual". Meanwhile, Americans who have gone over to the mid-east to fight with ISIS are being allowed to return to the U.S.  :rolleyes:
